Tri-State 1st Banc Names New Chief Financial Officer

East Liverpool, OH. - Tri-State 1st Banc, Inc. (NASDAQ "TSEO"), parent company of 1st National Community Bank, Gateminder Corporation and MDH Investment Management, Inc., announced the appointment of Brad D. Winwood as Chief Financial Officer of the company and its three subsidiaries. He begins his duties effective November 5, 2007. Mr. Winwood succeeds Stephen Beadnell as CFO. Mr. Beadnell will continue with the company in a part-time consultant capacity.
Mr. Winwood is a graduate of West Liberty State College where he received a Bachelor Degree in Accounting, Data Processing and Business Management. He had worked as Senior Staff Accountant for the CPA firm of Wiseman Hutzell & Co. and later served as CFO and Controller for the Wellsburg Banking & Trust Company of Wellsburg, West Virginia. For the past fourteen years, Mr. Winwood has been associated with the Progressive Bank, N.A. of Wheeling, West Virginia. His most recent responsibilities included Senior Vice President, Chief Operations Officer, Chief Investment Officer and Senior Accounting Officer for the bank including its nine branch offices.
A lifelong resident of Weirton, West Virginia, Mr. Winwood has been actively involved in his community particularly through his church, coaching sports and pursuing his love of music. He and his wife Becky have two children, Douglas and Allison. Their son is a graduate of Bethany College and is presently enrolled in graduate studies at Duquesne University. Their daughter is an undergraduate student at Bethany College.

Also, the Board of Directors recently appointed Lance Lang as President of Gateminder Corporation. Gateminder is an Ohio company founded in 1998. The company provides administrative services to owners and operators of ATM machines including financial News Release - cont. institutions, merchants, entertainment venues, hotels and organizations as far away as Hawaii. Lance Lang has been associated with the Gateminder since it began and has served as its Vice President and General Manager for the past five years.
Lance resides in East Liverpool, Ohio and was graduated from East Liverpool High School in 1989 and Hocking College in 1994. He actively pursues professionally his interest in digital nature and landscape photography in association with Picks-Photo of East Liverpool. Lance has actively engaged in supporting the Beaver Creek State Park Nature Center through instructing photography classes at the nature center, Photography Show fund raising event, exhibiting at the Heritage Days fall event at the Park and from proceeds from the sale of video CDs of photographs taken in national parks and nature preserves around the country and in the southern hemisphere.
